Entitlement, not a permanent badge
The Distance Education Bureau of the UGC entitles a university to offer a given programme in open, distance or online mode. Three things are routinely misunderstood:
- It is granted per programme, per mode, per session. Not once, not permanently, and not to the university as a whole.
- It applies to degrees. An autonomous institute awarding its own diploma is not in this framework at all — the model the IIMs used until the IIM Act, 2017.
- It matters most where a rule names it — PhD admission, certain government recruitment, some HR policies.
How to check a university
- Confirm the university appears in the UGC list of recognised universities.
- Confirm DEB entitlement covers your exact programme, mode and academic session.
- Confirm the programme name, duration and total fee on the university’s own website.
- Save a copy of the entitlement record at the time you enrol.
That last step is the one people skip and later need. If a question about your degree arises years afterwards, the record you saved on the day is your evidence.
Which universities typically hold entitlement
- Central and state open universities — built for distance delivery.
- State universities with a distance directorate — long-running ODL programmes.
- Private universities with online divisions — the growth area, and the one where entitlement changes most often between sessions.
- Deemed universities — entitlement varies considerably; check individually.
